To refer to an issue in another repo, you need to use the username/repository#issue_number form. In this case, the username is golang and repository is go.
Thanks, I had assumed this was a custom bot feature, not a github feature. I suppose I can close this and bring it up again when there's documentation.

golang/mobile@32030f7 fixed #9229 and included the text "Fixes #9229". It was not automatically linked. Should this work?
Somewhat related: why does golang.org/x/review have its own issue tracker, where mobile and tools share the main issue tracker?
