What did you see instead?

1. No packages found for open file ~/projects/<redacted>/app/foo_test.go: <nil>.

With this environment (-tags=integration), there are no packages containing the given file.

Gopls does not currently support working on multiple sets of build tags simultaneously. We're working toward this in #57979.
