Issue

The pkgsite page for govulncheck is missing installation instructions.
Instructions can be found at the vuln blog post, which are just
$ go install golang.org/x/vuln/cmd/govulncheck@latest

This is consistent with other cmd packages, such as the ones in https://pkg.go.dev/golang.org/x/tools.
