Currently, the README for x/text says the following:

Until version 1.0.0 of x/text is reached, the minor version is considered a major version. So going from 0.1.0 to 0.2.0 is considered to be a major version bump.

Recently all the x repos (including x/text) have been getting release versions that are always of the form 0.X.0 (patch version is always 0), so it is unclear if this is still accurate. If so, there should be a way to tell what the breaking changes were as currently the x repos lack release notes. If not, the README should be updated appropriately.
