As mentioned in the security policy, minor releases with security fixes on the PRIVATE track (and possibly URGENT track) also involve a pre-announcement email sent 3-7 days in advance.

We've created automated tasks for mailing release announcements in #47405. The pre-announcement is quite similar in nature, and we should do the same for it. This is the tracking issue.
