Under Go tip, package resolution appears to have stopped working correctly.
Here's a testscript reproducer. I see the following error when running it. It works fine under go1.17.

(Aside: in my view, it's never appropriate to call log.Fatalf inside library code - the panic would be more appropriate and easier to see the context of the failure, which took a while to determine.)
You'll need a version of x/tools newer than that to support the new export data format used by Go tip. I don't think there's a tagged version that includes the changes, but master works.
