x/build/cmd/gomote: instruct gomote users on how to request authentication credentials #48725

Once gomote users can create authentication credentials via the new path, the users should be notified via the following mediums:

  • Update the gomote create preamble text to include instructions on how to request credentials.
  • Update the wiki.
  • Send out an email.

This is a component of the project to revamp the security model used by gomote #47521
