cmd/go: add GOWORK env var mirroring GOMOD for the current workspace file #48589

Split off from #45713 (comment). go env GOMOD will be useful to tell if workspace mode is currently active, what workspace file is currently being used, as well as being able to provide enough information when reporting bugs with go env.

Adding to the 1.18 milestone for the sake of reporting bugs.
