See above.

The encoding package holds the public types encoding.Encoding, encoding.Encoder, encoding.Decoder etc.
The page existed at least back in 2021 April 9th, so it is an x/pkgsite problem, not x/text problem.

When deleting a module, don't delete its path from the paths table,
because that path may be used elsewhere.
