x/build: environmental variables are not the same between the linux-arm-aws builder and the instance used to build linux-armv6l #47554

The builder used to test linux/arm has slightly different settings than what is used release it. There are errors that may occur in one setup that won't occur in the other. This may lead to unexpected errors during the release process.
