The list of owners at https://dev.golang.org/owners is updated periodically via people sending CLs that add/remove entries. Given a good amount of time has passed and people's priorities and time availability has changed, there are some entries that likely no longer benefit from being on the list (and getting CCed on issues and CLs) but haven't done the work of removing themselves.

We should do a pass over the owners table and remove such owners, so that the entries that are left are known to be more up-to-date. If someone prefers to stay as an owner despite being less active, we shouldn't remove them.

So the task here is to find candidate entries for removal, let them know their entry might be removed unless they prefer to stay, and then remove them.
