go test -run accepts a sequence of regular expressions, so ! is matched literally. As @mvdan linked, the -skip flag in #41583 will do the opposite.
go tool dist test could certainly use more comments, but since it's only used for building and testing Go itself, we probably don't need more user documentation there.
