time.Time now has a GoString method that will return a more useful value for times when printed with the "%#v" format specifier in the fmt package.

2. Send a CL with "doc/go1.17:" prefix and include "For doc: write Go 1.17 release notes #44513. Fixes doc/go1.17: document time changes for Go 1.17 #46026." in the body.
