This is the tracking bug for switching to Go 1.16 inside Google.

When all internal release-blocking bugs & serious performance regressions are fixed and the default is flipped, then this can be closed.

This is a release-blocker for go1.16rc1, per our normal release policy (a precondition for public rc1 == Google's using it themselves already).

Previously #39691, #36717, etc.
