What did you expect to see?

This line should be removed. It's for an old version of golang.org/x/mod.

golang.org/x/mod v0.2.0 h1:KU7oHjnv3XNWfa5COkzUifxZmxp1TyI7ImMXqFxLwvQ=

v0.2.0 is in the module graph, since it's required by example.com/r, but v0.3.0 is in the build list.

If this line is removed manually, go mod tidy doesn't add it back.

What did you see instead?

go mod tidy does not modify go.sum.
