x/build: vcs-test.golang.org is inaccessible and causes tests that rely on it to fail #39193

There has been a firewall misconfiguration affecting the vcs-test.golang.org service. It is causing longtest builders to fail on tests that need to access vcs-test.golang.org.

This issue is resolved now. Removing Soon label. I'll keep it open to confirm the next longtest builder run is successful.

The longtest builders are passing, so this is confirmed to be resolved.
