make a new db file,

What did you see instead?

If you're in China behind the Chinese government's firewall, you'll have to search for a Chinese Go forum.

That wiki page says:

Asking Questions
Unlike many projects, the Go project does not use GitHub Issues for general discussion or asking questions. GitHub Issues are used for tracking bugs and proposals only.
