net/http: transports with MaxConnsPerHost != 0 can deadlock [1.12 backport] #32823

The change ended up being significant. It can go into Go 1.13 but we won't backport it.
Users having trouble with MaxConnsPerHost > 0 can stop setting it (it defaults to 0).
