If the file q_test.go contains:

package q
import _ "bugs/p"

"go test" gives (as expected):

warning: building out-of-date packages:
    bugs/p
installing these packages with 'go test -i' will speed future tests.

If I change the contents of q_test.go to:

package q_test
import _ "bugs/p"

"go test" no longer gives a warning.

I've also seen similar cases, which I can't readily reproduce, where "go test"
finds an out-of-date package, but "go test -i" fails to update the package.
