I want to pass some extra arguments to the invocation of 6l while using make.bash. It'd
be nice if I could set an environment variable that make.bash would pick up and turn
into some special go tool flags that would affect the goToolchain.ld method's behaviour.

issue #2996 is related; that asks for a mechanism for getting the flags from cmd/go to
6l, so treat this issue as the remainder: getting them from the environment, through
make.bash, to cmd/go.
