@bcmills went to run trybots on https://go-review.googlesource.com/c/exp/+/167217 but no trybots are configured for that repo (probably fallout regression from my recent big configuration unification CL), but it started up trybots anyway, trying to run a set of zero builders:

We should fix the configuration, but we should also make the coordinator not start a trybot run with zero builders and instead reply on Gerrit saying no builders are configured.
