# go install -a -n cmd/cgo | tail -n1
cp $WORK/cmd/cgo/_obj/a.out $GOROOT/bin/tool/cgo
# cd $GOROOT/src/cmd/cgo
# go install -a -n | tail -n1
cp $WORK/cgo/_obj/a.out $GOBIN/cgo

See how cgo binary end up in $GOROOT/bin/tool/cgo in first instance and $GOBIN/cgo in
the second. I am not certain it is a bug, but I think this is looking for trouble.
