vcs-test.golang.org is a snowflake, and we don't have a good track record of maintaining it (#27127, #24806). Port it to Kubernetes like the rest of our services.

Note that it should keep running under the vcs-test service account, to have access to its GCS bucket (and nothing else).

This issue is moot now that #27494 is fixed. 🙃
