Retargeting to 1.11, main issue is not yet fixed.

Main issue hasn't been resolved yet, so this is likely to get bumped up from 1.11.6.

We didn't get to the original issue for 1.13, so there is no chance that we will change this in 1.11.

This backport was approved, but there was no fix available, so it wasn't actually submitted. Since it's closed now, I'll move the state back to CherryPickCandidate to reflect that better.
