It would be helpful if vgo help had a subcommand documenting the go.mod format and module directive and sub-subcommands documenting the other directives as implemented.

We should do this but we should let things settle a bit first.

Brad asked me to kill uses of NeedsFixButNotYet, so I'm going to call this NeedsInvestigation.
