golang-announce: announce new releases for Go Playground and Google App Engine #2143

The Go source code, Go Playground, and Go for Google App Engine releases are not
synchronized. Only announce Go source code releases are announced. Go Playground, and Go
for Google App Engine releases should be announced too.

The Go Playground is supposed to == the Go source code.
It's just a bug in our release process that it has lagged behind.
Announcing Google App Engine releases on go-announce
sounds like a good idea to me, but I might not understand
the logistics.  Leaving for adg (away this week).
