The gitmirror should autoconfigure itself when run in the staging environment automatically.

Also the Makefile and *.yaml files in that directory need some love to run in the staging environment.

I forget the motivation here. gitmirror can't mirror to a staging GitHub anyway, so I'm not sure what the point was. Maybe we wanted to use a staging github org?

But we can re-open this or open a new bug if a new need arises.
