Change 896ac67 modified the bug subcommand to make it open the system browser and pre-fill an issue template (instead of just dumping the infos to the screen), but the subcommand help string was not updated accordingly.

It is certainly unexpected that a command that is currently documented like this:

$ gotip bug -h
usage: bug

Bug prints information that helps file effective bug reports.

Bugs may be reported at https://golang.org/issue/new.

opens my browser and uses it to display a pre-filled github issue.
