We should evaluate enabling soft updates for the OpenBSD images, or even just mount the filesystem async entirely. Since the machines are ephemeral, there should be no issues about filesystem consistency.

This bug is very important for #17104 (5 minute trybots), since OpenBSD is currently quite slow, even sharded 6 machines wide:
