x/exp/io: need to support compiling on OS X/Windows #15889

Currently some files in the io packages only build on linux which causes issues if you are developing on a different OS and run IDE tools.
An idea would be to start by creating a mock implementation until we decide if we can/should have working implementations for other OSes.

Mock have been added to SPI and I2C packages.
