cmd/doc: should exit non-zero when nothing found for package.symbol #14679

Run

go doc nothing

and you see

doc: no symbol nothing in package XXX

and the exit status is 1. This is good.

But run

go doc nothing.here

and you get no output and the exit status is 0. This is not good.
