This seems to have been fixed when we updated the images last year.

Verified:

root@scw-e8738f:~# uname -a
Linux scw-e8738f 4.10.8-docker-1 #1 SMP Wed Apr 5 16:04:23 UTC 2017 armv7l armv7l armv7l GNU/Linux
root@scw-e8738f:~# zcat /proc/config.gz | grep TIMERS
CONFIG_HIGH_RES_TIMERS=y
CONFIG_POSIX_TIMERS=y
