cmd/go: Using -a causes rebuild of packages that are part of standard library #12252

Using go 1.5 on linux x86_64:

$ go version
go version go1.5 linux/amd64

Specifying the -a option appears to result in rebuilding of packages that are a part of the standard library. This wasn't the case with 1.4.2.

An example follows:

mkdir -p /tmp/go/src/main
cat > /tmp/go/src/main/main.go <<EOF
package main

import "fmt"

func main() {
    fmt.Println("Hello, World!")
}
EOF

Building it without -a:

$ GOPATH=$PWD go install -x -v main
WORK=/tmp/go-build931772473
main
mkdir -p $WORK/main/_obj/
mkdir -p $WORK/main/_obj/exe/
cd /tmp/go/src/main

What causes packages such as runtime to be rebuilt? The docs don't indicate that this should be expected now.

FWIW, the same using go 1.4.2 works:
