gccgo rejects to compile the following program:

package a
var a = ""[:]
go.go:2:11: error: string index out of bounds

gcc version 6.0.0 2015070 (experimental) (GCC)

    Avoid an off-by-one error when checking the start index of a string
    slice by allowing the start index to be the string length instead
    of the string length - 1.
    
    Fixes golang/go#11522.
