build: increase timeout for ARM in an effort to make builder freebsd-arm-pi and netbsd-arm-qemu pass again.

on the netbsd-arm-qemu builder, the "GOMAXPROCS=2 runtime -cpu=1,2,4" test takes 481.767 seconds to finish, so ...
