Add a Makefile in place of all.bash

Add a Makefile in place of all.bash. Update docs to reflect
this change.

Please update the instructions in $GOROOT/doc to
remove the references to all.bash.

all.bash needs to stick around at least until the next
release, maybe longer.  It can be

#!/bin/sh
exec make all

and then after the next release (once the new docs
are visible on the web) you can send another CL to delete it.

Done. I couldn't find anything referencing make.bash in the docs, so
there's nothing describing the build target. If you'd like me to add
anything on that, let me know.
